Didn't say people wouldn't be able to borrow. They would. It would just be usury-free, from not-for-profit banks. Fee vs interest is a false dichotomy. The popular bank-supported myth is that no one will extend credit if no one gets to extract usury. As history has shown, this is patently false. And as history has also shown, nations that allow usury inevitably get destroyed. More reading here.
