I'm afraid your suggestions in #1 and #2, while a moderate start, don't go nearly far enough. #3 already exists, but every honest person knows it doesn't change anything. #4 still commercializes residential neighborhoods.
And it's not "insane" that different cities have different communal values and regulate accordingly.
Don't be naive in thinking that a few bad actors have "abused" the Airbnb platform-- it's been fully-weaponized to wrest residential housing from the middle-class and needs a series reset back to how it started.
