This is dumb. Hundreds of millions of people are "of French descent" (including myself, from three centuries ago.)

Canada has had 23 Prime Ministers. Only four were born in Quebec. 22% of the population, but 17% of the PMs.

As an Ontario-born Canadian, I can attest to the fact that in my lifetime the federal government has made a concerted effort to water down Quebec with Anglophones so it can never referendum its way to independence. It's the same thing the UK does in Northern Ireland.
