We 100% agree re: vaccine manufacturers paying for death due to shots (which is almost nil.) Adverse is dumb though-- you're injecting a pathogen and will naturally feel not-great for a while. They could create some sort of insurance product. OR better: We just make all vaccines non-private.

Sadly, there are millions of Americans who are so distrusting of their government that they wouldn't even take a public vaccine against a 50% kill rate.
